What Engineering Leaders Get Wrong About Technical Debt

Technical debt is one of those problems that every engineering leader acknowledges and few actually address. Not because they don't care – but because three persistent misconceptions make the problem feel managed when it isn't.

Each misconception sounds reasonable. Each one provides cover for inaction. And each one lets the debt compound while the team believes it's under control.


Misconception 1: “We'll get to it next quarter”

This is the most common response to technical debt. It treats debt as a static item on a backlog – something that can be deferred without consequence, like a feature request that can wait.

But technical debt doesn't hold still. It compounds.

When you defer a refactor of a complex module, every feature built on top of that module inherits its problems. The authentication flow that needs restructuring? Every new endpoint that touches auth now has to work around its quirks. The data layer with inconsistent error handling? Every new integration learns to cope with its unpredictability in a different way, adding more inconsistency.

Six months from now, the refactor isn't the same size it was today. It's bigger. The module has more dependents, more workarounds layered on top, and more engineers who have learned to avoid the real problem rather than fix it. The cost of deferral isn't zero – it's the difference between the refactor's cost today and its cost in six months.

Deferral works for features. A feature that ships next quarter instead of this quarter has the same scope. Debt is different. The longer it sits, the more it grows, and the harder it becomes to justify the ever-increasing investment required to address it.


Misconception 2: “We track it in tickets”

Many teams maintain a backlog of technical debt tickets. Each one describes a known problem: “Refactor user service,” “Clean up deprecated API endpoints,” “Address N+1 queries in reporting module.”

This feels responsible. You've acknowledged the debt. It's written down. It has ticket numbers.

But tickets describe symptoms, not root causes. An engineer notices a problem while working on something else, creates a ticket, and moves on. That ticket captures what they saw – not the full scope of what's wrong. The N+1 query ticket doesn't mention that the entire data access pattern in that module is inconsistent. The “refactor user service” ticket doesn't describe the six other modules that have copied its patterns and will need similar treatment.

Worse, tickets are created opportunistically. They capture the debt that engineers happen to encounter, not the debt that matters most. The module that nobody touches – the one that's fragile but functional – never generates tickets until it breaks in production. By then, the ticket is an incident report, not a debt item.

A ticket backlog gives you a partial, symptom-level view of your debt. It doesn't give you a structural understanding of your codebase's problems. The difference matters: one lets you pick at individual issues, the other lets you make informed decisions about where to invest engineering effort.


Misconception 3: “Our code review process catches it”

Strong code review culture is valuable. It catches mistakes, enforces conventions, and spreads knowledge across the team. But PR review has a structural limitation: it only sees new code.

When a developer opens a pull request, the reviewer examines the diff. They check whether the new code follows team conventions, whether the logic is sound, and whether the change introduces any obvious problems. What they can't do is evaluate the 300,000 lines of existing code that the PR sits on top of.

PR review catches new debt. It's good at preventing additional problems from being merged. But it does nothing about the debt that's already there. The module with three different configuration patterns? Each PR that touches it gets reviewed, and each PR's changes look fine in isolation. The structural problem persists because it's not visible at the diff level.

This creates a blind spot. Teams with excellent PR review practices assume their code quality is high because their process is rigorous. But their process only covers the delta. The base – the accumulated codebase that predates the current team – has never been through that same review process. It was written under different standards, by different people, with different constraints. And it's still running in production.


The common thread

All three misconceptions share the same root problem: they substitute activity for understanding.

Deferring to next quarter is a scheduling activity. Writing tickets is a tracking activity. Reviewing PRs is a quality activity. All three are legitimate. None of them produce what you actually need: a comprehensive understanding of what's in your codebase and where the structural problems are.

Before you can prioritize technical debt, you need an inventory. Not a list of symptoms. Not a backlog of opportunistic tickets. A structured, file-by-file assessment of your codebase's actual state – where the inconsistencies live, where the security assumptions are stale, where complexity has accumulated beyond what the domain requires.


From symptoms to structure

Full-codebase review produces the inventory that deferral, tickets, and PR review can't. Instead of waiting for engineers to stumble across problems, it reads every file and identifies issues across categories that include security, performance, dead code, architectural inconsistency, and complexity hotspots.

The result is a prioritized list of findings with full code context. Not a vague sense that there's debt. A concrete, triageable set of structural problems that can be evaluated, discussed, and acted on.

  • It can miss context. Treat findings as prompts for investigation, not verdicts.
  • False positives happen. Plan a quick triage pass before you schedule work.
